Gisagara District Administration like any other Districts in the country resolved to adopt Good Governance measures as a way to ensure fulfillment of their obligations as stipulated in the Contract signed with HE The President of the Republic. Good Governance practices and activities stipulated in the District Plan of action include:

  • Training new leaders
  • Preparing and carrying out local leaders transparent elections
  • Sensitising people about the well-being of Gacaca jurisdictions
  • Coordinating and analyzing security reports from all sectors
  • Forwarding security reports to the Province headquarters on time
  • Sensitising people about taking care of their own security by organizing meetings in their\respective sectors
  • Following up ‘tigists’ activities(Community Penality Services) and their welfare in their respective sectors
  • Supervising political parties, religious and civil society activities
  • Setting up projects aimed at improving the welfare of the population and mobilizing funds for their implementation
  • Identifying, through local leaders, the number of people who need assistance more than others
  • Financing poor people’s associations which are more active than others
  • Collecting money for contribution to education and genocide survivors funds
  • Putting together the reports from different sectors on the utilisation of money and other donations.


Measures to maintain Security

Recently, close to 8000 civilians fled to Burundi following rumours of an alleged impending mass arrest circulated among the populace by malicious forces. These have returned to their villages in masses following efforts by the District Administration supported by high level support from the Central Government. Measures identified by the District to maintain security include:
  • Setting up a committee in charge of security at cell, sector, and district level
  • Setting up a committee in charge of fighting injustice
  • Mobilizing people regarding maintenance of security
  • Setting up a good governance unit in charge of data collection regarding security.
