On Mutual Health Insurance
Like in other areas of the country, Citizens are encouraged to join Mutuelle, the Mutual Health Insurance scheme so they can access to health services easily and less costly. Some measures have been agreed upon to promote insurance scheme "mutuelle de santé": These include
- Organising regular meetings for local leaders, insurance scheme "mutuelle de santé" committees, and the general publics, aimed at motivating people to join insurance scheme "mutuelle de santé" associations:
- Training local leaders and insurance scheme "mutuelle de santé" committees.
- Paying insurance scheme "mutuelle de santé" contribution for the poor through donors.
- Negotiating with banks to get credits for Gisagara people.
This has helped improve the level of participation by the populace although many other challenges remain to this end.

Challenges to an effective participation in Mutuelle include inability to afford payment of the required contribution as many people are starving, low interest by some sections of the population, failure by some people to pay back on time the credits they have been given and low awareness levels among the population.
Despite the relative poor living standards among the populace there is still considerable investment potential in the health sector. As depicted in the table below, some private health facilities are already established in the district.
